In the Finder, navigate to /System » Library » CoreServices » Archive Utility.app » Contents » Resources, or just copy (triple-click then Command-C) and paste this path into the Finder's Go » Go to Folder box:/System/Library/CoreServices/Archive Utility.app/Contents/Resources/Once there, double-click on the Archives.prefPane icon. OS X will then ask if you want to install this pane for yourself or all users. Once installed, you can access it via the Others section of System Preferences.
